第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第一次(ci)會(hui)議(yi)(yi),共(gong)收(shou)到(dao)提(ti)(ti)案(an)表(biao)126份,經(jing)提(ti)(ti)案(an)委員(yuan)會(hui)專(zhuan)題會(hui)議(yi)(yi)審議(yi)(yi)后,歸類整理出64件提(ti)(ti)案(an)、31個(ge)意見和建(jian)議(yi)(yi)、5個(ge)不立案(an)議(yi)(yi)題。

  具體情況如下:(一(yi)(yi)(yi))對(dui)符(fu)合(he)黨和(he)國家政策法規,學(xue)校(xiao)(xiao)有(you)(you)(you)(you)條(tiao)件(jian)辦(ban)理(li)(li),又確(que)實(shi)需(xu)要辦(ban)理(li)(li)的(de)(de)(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員會將80個(ge)議題(ti)整理(li)(li)合(he)并為(wei)(wei)64個(ge)正(zheng)式提(ti)(ti)案(an)(an)(an);(二)對(dui)一(yi)(yi)(yi)些不符(fu)合(he)立(li)案(an)(an)(an)要求但有(you)(you)(you)(you)參考(kao)價值的(de)(de)(de)提(ti)(ti)案(an)(an)(an),提(ti)(ti)案(an)(an)(an)委員會將41個(ge)議題(ti)匯總整理(li)(li)為(wei)(wei)31個(ge)意見和(he)建議,匯總后轉送(song)有(you)(you)(you)(you)關(guan)職(zhi)能部(bu)門(men)(men),逐條(tiao)向提(ti)(ti)案(an)(an)(an)人回復;(三)對(dui)屬(shu)(shu)于(yu)個(ge)人問題(ti)提(ti)(ti)案(an)(an)(an)、或(huo)提(ti)(ti)出的(de)(de)(de)問題(ti)正(zheng)確(que),但已經解(jie)(jie)決的(de)(de)(de)提(ti)(ti)案(an)(an)(an),以(yi)及(ji)一(yi)(yi)(yi)時(shi)沒有(you)(you)(you)(you)條(tiao)件(jian)解(jie)(jie)決的(de)(de)(de),可向提(ti)(ti)案(an)(an)(an)人做出解(jie)(jie)釋的(de)(de)(de)提(ti)(ti)案(an)(an)(an),則不予立(li)案(an)(an)(an)。(四)5個(ge)不立(li)案(an)(an)(an)議題(ti):第(di)一(yi)(yi)(yi),關(guan)于(yu)為(wei)(wei)來深探望子(zi)女(nv)的(de)(de)(de)父母(mu)提(ti)(ti)供臨時(shi)住(zhu)所的(de)(de)(de)建議。不立(li)案(an)(an)(an)原(yuan)(yuan)因:學(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區設(she)有(you)(you)(you)(you)招待(dai)所,可以(yi)滿足(zu)需(xu)求;第(di)二,關(guan)于(yu)建議學(xue)校(xiao)(xiao)為(wei)(wei)各二級學(xue)院單位配備急(ji)救箱(xiang)的(de)(de)(de)提(ti)(ti)案(an)(an)(an)。不立(li)案(an)(an)(an)原(yuan)(yuan)因:急(ji)救工(gong)作(zuo)涉(she)及(ji)面廣,針對(dui)性(xing)強(qiang),需(xu)要有(you)(you)(you)(you)資質的(de)(de)(de)醫(yi)護人員正(zheng)確(que)規范操作(zuo),建議將突發情況及(ji)時(shi)報告醫(yi)務室或(huo)校(xiao)(xiao)外醫(yi)療機構處置;第(di)三,關(guan)于(yu)清理(li)(li)辦(ban)公室毀壞桌(zhuo)椅的(de)(de)(de)提(ti)(ti)案(an)(an)(an)。不立(li)案(an)(an)(an)原(yuan)(yuan)因:無明確(que)地點;第(di)四,關(guan)于(yu)修(xiu)剪學(xue)校(xiao)(xiao)內(nei)路邊(bian)的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)案(an)(an)(an)。不立(li)案(an)(an)(an)原(yuan)(yuan)因:屬(shu)(shu)于(yu)明喆物業綠化管理(li)(li)日常工(gong)作(zuo);第(di)五,關(guan)于(yu)校(xiao)(xiao)門(men)(men)增加校(xiao)(xiao)區標識,設(she)計考(kao)慮建筑風水的(de)(de)(de)提(ti)(ti)案(an)(an)(an)。不立(li)案(an)(an)(an)原(yuan)(yuan)因:不符(fu)合(he)一(yi)(yi)(yi)事一(yi)(yi)(yi)議原(yuan)(yuan)則,其中一(yi)(yi)(yi)事提(ti)(ti)法亦不妥當。

  二、提案受理情況

  在(zai)落(luo)實提(ti)(ti)案(an)辦理的過程中,學校(xiao)工(gong)會多(duo)次(ci)召(zhao)開提(ti)(ti)案(an)工(gong)作委員(yuan)會會議,及時與有關的職能(neng)部門進行溝通,完(wan)成提(ti)(ti)案(an)處理落(luo)實工(gong)作。

  64件(jian)提案(an)涉及(ji)到(dao)教(jiao)學(xue)、科研(yan)、學(xue)生、人事、行(xing)政教(jiao)輔(fu)、生活服務及(ji)其它等7個方面。其中“(一(yi))制作(zuo)佩戴校(xiao)徽;(二)開設“書院論壇”;(三)推進解決教(jiao)職(zhi)工(gong)集資款;(四)進一(yi)步(bu)完善校(xiao)園無(wu)線(xian)網(wang)絡覆蓋;(五)新增校(xiao)區電瓶車、方便(bian)師生員工(gong)出行(xing)”等5件(jian)提案(an)確定為(wei)2013年度學(xue)校(xiao)為(wei)教(jiao)職(zhi)工(gong)辦理的(de)實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員會(hui)(hui)是雙代會(hui)(hui)提(ti)案落實的最基本的工作組織。本著“提(ti)醒重(zhong)視,溝通交流,推動(dong)進程”的工作原則,對(dui)與多部門(men)相(xiang)關的提(ti)案,注(zhu)重(zhong)組織協調;對(dui)常規提(ti)案,逐一(yi)跟蹤檢(jian)查。一(yi)年(nian)來,在校(xiao)分(fen)管領導(dao)的指導(dao)、各部門(men)支持(chi)、以及全體委員和(he)校(xiao)工會(hui)(hui)共同努力下,較(jiao)好地履(lv)行了(le)職責,順利(li)地完(wan)成了(le)工作任務。

  1.做好提(ti)案宣(xuan)傳工(gong)作,使廣大教(jiao)職工(gong)和雙代會代表加深(shen)對提(ti)案價值的認識:即(ji)提(ti)案是雙代會廣泛(fan)聯系群眾(zhong)、集中群眾(zhong)智(zhi)慧(hui)、吸(xi)引教(jiao)職工(gong)參與學校民主管理和民主監督的一個重(zhong)要(yao)途徑(jing)。

  2.保證提案(an)調研(yan)時間。嚴格執行雙代會(hui)相關(guan)規定,督促代表樹立群眾意識,平時注意群眾反(fan)映,為提案(an)準(zhun)備信息資源,及時反(fan)映教職工的(de)意見和建議。

  3.準(zhun)確把握提案(an)(an)的立案(an)(an)。凡(fan)是(shi)按要求提交的提案(an)(an)表,原則上都予以立案(an)(an)。對(dui)于沒有立案(an)(an)的提案(an)(an),即使是(shi)個(ge)案(an)(an)或建(jian)議,本著實事求是(shi)的態度認(ren)真對(dui)待(dai)和處(chu)理(li)。

  4.不斷提高提案辦(ban)(ban)理的質(zhi)量。一(yi)是規范(fan)提案辦(ban)(ban)理的程序;二是加大督辦(ban)(ban)的力度(du),跟蹤(zong)落實,確保能解(jie)(jie)決(jue)的問題及時(shi)解(jie)(jie)決(jue)。一(yi)些(xie)因(yin)客觀原因(yin)一(yi)時(shi)做(zuo)(zuo)不到的,則做(zuo)(zuo)好解(jie)(jie)釋工作,真正(zheng)做(zuo)(zuo)到案案有回音,件件有交(jiao)待(dai)。

  5.推動(dong)承辦(ban)單(dan)位(wei)實(shi)施“一把(ba)手”工程(cheng),確保交(jiao)出滿意(yi)“答卷”。在提(ti)案(an)辦(ban)理(li)過程(cheng)中,絕大多數承辦(ban)單(dan)位(wei)一把(ba)手親自負(fu)責,親自過問,從(cong)(cong)嚴要求(qiu)、從(cong)(cong)快辦(ban)理(li),表(biao)現出對學校事業(ye)高度(du)負(fu)責的態度(du)。人事處(chu)承辦(ban)提(ti)案(an)14件、意(yi)見(jian)和建議(yi)5個(ge);后勤(qin)基建處(chu)承辦(ban)提(ti)案(an)11件、意(yi)見(jian)和建議(yi)12個(ge)。此(ci)類提(ti)案(an)大多是(shi)民生(sheng)話題,直接關(guan)系到(dao)師生(sheng)員(yuan)工的切(qie)身利益。在接到(dao)提(ti)案(an)后,兩(liang)個(ge)部門負(fu)責人分別帶(dai)領有(you)關(guan)人員(yuan),認真分析原因,限時辦(ban)理(li),并加強與(yu)提(ti)案(an)人溝(gou)通,爭取提(ti)案(an)人的理(li)解和支持。

  至(zhi)2013年(nian)底,在(zai)各(ge)承辦部(bu)門的大力支持和配合(he)下,已全部(bu)答(da)復提(ti)案(an)人。承諾為教(jiao)職員工辦的年(nian)度5件實(shi)事中(zhong),書院論壇開始運作;電瓶車新增了(le)3輛(liang);校(xiao)(xiao)徽在(zai)進一(yi)步的改進;校(xiao)(xiao)園無線網(wang)絡在(zai)進一(yi)步的完善;教(jiao)職工集資款(kuan)這一(yi)歷史(shi)遺留問題正在(zai)處理(li)中(zhong),學(xue)校(xiao)(xiao)一(yi)如(ru)既往積極與(yu)上(shang)海思博職業(ye)(ye)技術學(xue)院聯系,責成校(xiao)(xiao)內有關公(gong)司(si)按公(gong)司(si)法合(he)法、合(he)理(li)、合(he)情地予(yu)以解決。3月20日(ri),上(shang)海思博職業(ye)(ye)技術學(xue)院黨政主要領(ling)導帶(dai)隊來校(xiao)(xiao)尋求解決途徑。我們將繼(ji)續跟蹤推進,確保教(jiao)職工的合(he)法權益。

  綜上所述,上次會議64件提案中,不宜(yi)采(cai)用和(he)難以(yi)落實的(de)(de)共10項(xiang),占15.6%;其余(yu)54件,已經落實和(he)正(zheng)在落實的(de)(de)48件,占75.0%;還有(you)正(zheng)在論證,經過(guo)努力可(ke)以(yi)完成的(de)(de)6件,占9.4%。

  提案(an)(an)委員會向提案(an)(an)人發出《提案(an)(an)反(fan)饋(kui)意(yi)見評價表》,對職能部門承(cheng)辦的64個(ge)提案(an)(an)給出“滿(man)意(yi)”、“不(bu)滿(man)意(yi)”、“無(wu)所(suo)謂”的評價意(yi)見。統計(ji)結(jie)果為(wei)(wei):2個(ge)提案(an)(an)被評“無(wu)所(suo)謂”,5個(ge)提案(an)(an)被評“不(bu)滿(man)意(yi)”,57個(ge)提案(an)(an)都被評為(wei)(wei)“滿(man)意(yi)”,提案(an)(an)反(fan)饋(kui)意(yi)見的滿(man)意(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工(gong)作與過去(qu)相比有進步,但仍然存(cun)在(zai)一些問題和不足。

  1.個別提(ti)案承辦(ban)部門對所辦(ban)理(li)的提(ti)案重視程度不(bu)夠,辦(ban)理(li)過程拖(tuo)拉,辦(ban)理(li)質量不(bu)高。

  2.雙(shuang)代會(hui)代表提(ti)案工作水(shui)平有待提(ti)高(gao),特別是提(ti)案撰寫比較集中民生福利(li),而對學校(xiao)發展大局關注度(du)不夠。

  針對存在的問題,我們提(ti)出(chu)改(gai)進工(gong)作(zuo)的措施:(1)加(jia)強與提(ti)案(an)承辦部門(men)溝通(tong),提(ti)升(sheng)他們對提(ti)案(an)落實工(gong)作(zuo)重要性的認識;(2)在可能的條件下,對雙代(dai)會代(dai)表(biao)進行提(ti)案(an)方面的培訓學習,提(ti)高提(ti)案(an)工(gong)作(zuo)水平。

  六、總結表彰

  經工會委員會評選,2013年度4個(ge)“優秀提(ti)案(an)”和2個(ge)“提(ti)案(an)承辦先(xian)進單位(wei)”分別是:

  第(di)一,鄭永森(sen)、張臻、蘇文(wen)代表提(ti)出(chu)的“開設‘書院(yuan)講(jiang)壇(tan)’,推(tui)進書院(yuan)制改革和文(wen)化育人工作”;第(di)二(er),麻(ma)小紅、魯林華、施蓓(bei)、朱方來、鮑(bao)薇薇、邱浩(hao)、肖景文(wen)、王群、張雷代表提(ti)出(chu)的“公(gong)布(bu)學校教師集資款運營狀態”;第(di)三,郭剛、吳鋒、余菲(fei)、李放、尹向東、陳燕(yan)(yan)代表提(ti)出(chu)的“將無(wu)線網絡覆蓋整(zheng)個校區”;第(di)四,袁述(shu)義、楊燕(yan)(yan)云、文(wen)小龍代表提(ti)出(chu)的“制作佩戴(dai)校徽”。

  2013年度2個“提案承辦(ban)先進(jin)單位”分別是人事處(chu)、后(hou)勤基建(jian)處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教(jiao)職工(gong)代表大(da)(da)會(hui)(hui)工(gong)作細則》和(he)工(gong)會(hui)(hui)的有關規定,校(xiao)工(gong)會(hui)(hui)于(yu)今年3月初向學(xue)校(xiao)提交了“關于(yu)召開(kai)第五屆教(jiao)代會(hui)(hui)暨(ji)第六屆工(gong)代會(hui)(hui)第二(er)次(ci)會(hui)(hui)議的請示”,并于(yu)3月14日得到校(xiao)黨委批復,啟動大(da)(da)會(hui)(hui)的籌備程序,給各分工(gong)會(hui)(hui)發出了向代表征集提案的通知(zhi)。代表們圍繞學(xue)校(xiao)發展、人事制度改(gai)革以及教(jiao)職工(gong)所關心的問(wen)題(ti),認真思考(kao),深入調研,廣泛聽取意見(jian),負責(ze)任地(di)提交每一個(ge)提案。

  截(jie)至3月25日,本(ben)次(ci)雙(shuang)代(dai)會(hui)共收到99份提(ti)案表(見(jian)附件(jian)2)。分為教學(xue)、科研、學(xue)生(sheng)(sheng)、人事、行政(zheng)教輔、生(sheng)(sheng)活服務及其它等方(fang)面。會(hui)后,提(ti)案工作(zuo)委員會(hui)將本(ben)著(zhu)務實(shi)革(ge)新精神,對代(dai)表們提(ti)出的(de)提(ti)案進行歸類整(zheng)理,認(ren)真討論(lun)研究是否立案,同時送(song)校(xiao)領導(dao)批示,提(ti)交相關(guan)職能部門(men)落(luo)實(shi)辦(ban)理。
