第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議(yi),共收到提案(an)(an)(an)表(biao)126份,經提案(an)(an)(an)委員會專(zhuan)題會議(yi)審議(yi)后,歸類整理出64件提案(an)(an)(an)、31個意見(jian)和建議(yi)、5個不立案(an)(an)(an)議(yi)題。
具(ju)體情況(kuang)(kuang)如下:(一(yi)(yi))對符合黨(dang)和(he)國(guo)家(jia)政策法規(gui),學(xue)校(xiao)(xiao)有(you)條(tiao)件辦理(li)(li),又確實需(xu)要(yao)辦理(li)(li)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)(wei)員(yuan)(yuan)會將80個(ge)議(yi)題整理(li)(li)合并為(wei)64個(ge)正(zheng)式提(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對一(yi)(yi)些(xie)不(bu)符合立(li)案(an)(an)(an)(an)(an)要(yao)求但有(you)參(can)考價值的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)(wei)員(yuan)(yuan)會將41個(ge)議(yi)題匯(hui)總整理(li)(li)為(wei)31個(ge)意見和(he)建(jian)(jian)議(yi),匯(hui)總后轉(zhuan)送(song)有(you)關職能部(bu)門,逐條(tiao)向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人回(hui)復;(三)對屬(shu)于(yu)(yu)個(ge)人問題提(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)(de)問題正(zheng)確,但已經解(jie)決的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),以及(ji)一(yi)(yi)時沒有(you)條(tiao)件解(jie)決的(de)(de),可向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)人做(zuo)出(chu)解(jie)釋(shi)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an),則不(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)立(li)案(an)(an)(an)(an)(an)議(yi)題:第(di)一(yi)(yi),關于(yu)(yu)為(wei)來深探(tan)望子女的(de)(de)父母提(ti)(ti)(ti)供(gong)臨時住所(suo)的(de)(de)建(jian)(jian)議(yi)。不(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):學(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區設有(you)招待所(suo),可以滿足(zu)需(xu)求;第(di)二(er),關于(yu)(yu)建(jian)(jian)議(yi)學(xue)校(xiao)(xiao)為(wei)各二(er)級學(xue)院單位配備急救(jiu)箱的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):急救(jiu)工(gong)作涉(she)及(ji)面廣(guang),針對性(xing)強,需(xu)要(yao)有(you)資質的(de)(de)醫護人員(yuan)(yuan)正(zheng)確規(gui)范(fan)操作,建(jian)(jian)議(yi)將突發情況(kuang)(kuang)及(ji)時報告(gao)醫務(wu)室(shi)(shi)或校(xiao)(xiao)外醫療機構處(chu)置(zhi);第(di)三,關于(yu)(yu)清理(li)(li)辦公室(shi)(shi)毀壞桌椅的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):無明(ming)確地(di)點;第(di)四,關于(yu)(yu)修剪(jian)學(xue)校(xiao)(xiao)內路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):屬(shu)于(yu)(yu)明(ming)喆(zhe)物業綠化管理(li)(li)日常工(gong)作;第(di)五,關于(yu)(yu)校(xiao)(xiao)門增加(jia)校(xiao)(xiao)區標(biao)識(shi),設計考慮(lv)建(jian)(jian)筑風水的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):不(bu)符合一(yi)(yi)事(shi)一(yi)(yi)議(yi)原則,其中(zhong)一(yi)(yi)事(shi)提(ti)(ti)(ti)法亦不(bu)妥當。

二、提案受理情況
在落實提案辦理的過(guo)程(cheng)中,學(xue)校工(gong)會多次召開提案工(gong)作(zuo)委員會會議,及(ji)時與有關(guan)的職能部門進行溝通,完成提案處理落實工(gong)作(zuo)。
64件提案(an)涉及到教學(xue)(xue)、科研(yan)、學(xue)(xue)生(sheng)、人事(shi)、行(xing)政教輔、生(sheng)活服務及其(qi)(qi)它(ta)等(deng)7個方面。其(qi)(qi)中“(一(yi))制作佩戴校徽(hui);(二)開設“書(shu)院論壇”;(三(san))推進(jin)解決教職工(gong)集資款(kuan);(四)進(jin)一(yi)步完(wan)善校園無線網絡覆蓋;(五)新增(zeng)校區電瓶車、方便(bian)師(shi)生(sheng)員(yuan)工(gong)出行(xing)”等(deng)5件提案(an)確定為2013年度(du)學(xue)(xue)校為教職工(gong)辦理的實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案(an)委員會是雙(shuang)代會提(ti)案(an)落實的最基(ji)本的工作組(zu)織。本著“提(ti)醒重視,溝通交流(liu),推動進程”的工作原則,對(dui)(dui)與(yu)多部(bu)(bu)門相關的提(ti)案(an),注重組(zu)織協調;對(dui)(dui)常規(gui)提(ti)案(an),逐一跟蹤檢查。一年來,在校(xiao)(xiao)分管領導的指導、各(ge)部(bu)(bu)門支(zhi)持、以及全體委員和校(xiao)(xiao)工會共同努力下,較好(hao)地(di)履行(xing)了(le)職責,順利地(di)完成了(le)工作任(ren)務。
1.做(zuo)好提案(an)宣傳工(gong)(gong)作,使廣大教(jiao)職工(gong)(gong)和雙代(dai)(dai)(dai)會(hui)代(dai)(dai)(dai)表(biao)加深對(dui)提案(an)價(jia)值(zhi)的(de)認(ren)識:即提案(an)是雙代(dai)(dai)(dai)會(hui)廣泛聯系群(qun)眾、集中(zhong)群(qun)眾智慧、吸引(yin)教(jiao)職工(gong)(gong)參與學校(xiao)民主管(guan)理和民主監(jian)督(du)的(de)一個重要途徑。
2.保證(zheng)提案調研時(shi)間(jian)。嚴格執行雙代會相關規定(ding),督促代表樹立群眾意識(shi),平時(shi)注意群眾反映(ying),為提案準(zhun)備(bei)信息資源(yuan),及時(shi)反映(ying)教(jiao)職工(gong)的意見(jian)和建議。
3.準確把握提案(an)的立(li)(li)案(an)。凡(fan)是(shi)(shi)(shi)按(an)要求提交的提案(an)表,原則上(shang)都(dou)予以立(li)(li)案(an)。對(dui)于沒有立(li)(li)案(an)的提案(an),即(ji)使是(shi)(shi)(shi)個案(an)或建議,本著實事求是(shi)(shi)(shi)的態度(du)認真(zhen)對(dui)待(dai)和處(chu)理。
4.不斷提高提案(an)辦(ban)理的(de)質量。一(yi)是規(gui)范(fan)提案(an)辦(ban)理的(de)程序;二是加(jia)大(da)督(du)辦(ban)的(de)力度,跟(gen)蹤落實,確保(bao)能(neng)解(jie)決(jue)的(de)問題及時解(jie)決(jue)。一(yi)些因(yin)客觀原(yuan)因(yin)一(yi)時做不到的(de),則做好(hao)解(jie)釋(shi)工(gong)作,真(zhen)正做到案(an)案(an)有回音,件(jian)件(jian)有交(jiao)待(dai)。
5.推動承(cheng)辦(ban)(ban)單位(wei)實(shi)施“一(yi)把手(shou)(shou)”工程(cheng),確(que)保交出滿意“答(da)卷”。在提案(an)(an)(an)辦(ban)(ban)理過(guo)程(cheng)中,絕大多(duo)數承(cheng)辦(ban)(ban)單位(wei)一(yi)把手(shou)(shou)親自(zi)負責(ze),親自(zi)過(guo)問,從(cong)嚴要求、從(cong)快(kuai)辦(ban)(ban)理,表現出對學(xue)校事(shi)業高度(du)負責(ze)的(de)態度(du)。人(ren)事(shi)處承(cheng)辦(ban)(ban)提案(an)(an)(an)14件、意見和(he)建(jian)議5個(ge);后勤基建(jian)處承(cheng)辦(ban)(ban)提案(an)(an)(an)11件、意見和(he)建(jian)議12個(ge)。此類提案(an)(an)(an)大多(duo)是民生話題(ti),直(zhi)接(jie)關(guan)系到師生員(yuan)工的(de)切身利益。在接(jie)到提案(an)(an)(an)后,兩個(ge)部(bu)門(men)負責(ze)人(ren)分(fen)別帶(dai)領有(you)關(guan)人(ren)員(yuan),認真分(fen)析(xi)原因(yin),限時辦(ban)(ban)理,并(bing)加強與提案(an)(an)(an)人(ren)溝(gou)通,爭取提案(an)(an)(an)人(ren)的(de)理解(jie)和(he)支(zhi)持。
至2013年底,在各承辦部(bu)門的(de)大(da)力(li)支持和配合(he)下,已全(quan)部(bu)答復提(ti)案人。承諾(nuo)為教職(zhi)(zhi)員工辦的(de)年度5件實事中,書院(yuan)論(lun)壇開始運作;電瓶車新增(zeng)了3輛;校(xiao)徽在進(jin)(jin)一(yi)步的(de)改(gai)進(jin)(jin);校(xiao)園無(wu)線網絡(luo)在進(jin)(jin)一(yi)步的(de)完善;教職(zhi)(zhi)工集資款(kuan)這一(yi)歷史(shi)遺留問(wen)題正(zheng)在處理(li)中,學校(xiao)一(yi)如既往(wang)積極與上海(hai)思博職(zhi)(zhi)業(ye)技術(shu)學院(yuan)聯系,責成校(xiao)內有關公司按公司法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地予以解(jie)決(jue)。3月20日,上海(hai)思博職(zhi)(zhi)業(ye)技術(shu)學院(yuan)黨政主要領導帶隊來(lai)校(xiao)尋(xun)求解(jie)決(jue)途徑。我(wo)們將繼續跟(gen)蹤推(tui)進(jin)(jin),確保教職(zhi)(zhi)工的(de)合(he)法(fa)權益。
綜上(shang)所述(shu),上(shang)次(ci)會議(yi)64件(jian)提案中,不(bu)宜采用和難(nan)以落實(shi)的(de)共10項,占15.6%;其余54件(jian),已經落實(shi)和正在落實(shi)的(de)48件(jian),占75.0%;還有(you)正在論證,經過努(nu)力可以完(wan)成的(de)6件(jian),占9.4%。
提(ti)案(an)(an)(an)委員會向提(ti)案(an)(an)(an)人發出《提(ti)案(an)(an)(an)反饋意見(jian)評(ping)價表(biao)》,對(dui)職能部(bu)門承(cheng)辦的(de)64個(ge)(ge)提(ti)案(an)(an)(an)給出“滿(man)意”、“不滿(man)意”、“無所謂(wei)”的(de)評(ping)價意見(jian)。統計結果為(wei):2個(ge)(ge)提(ti)案(an)(an)(an)被(bei)評(ping)“無所謂(wei)”,5個(ge)(ge)提(ti)案(an)(an)(an)被(bei)評(ping)“不滿(man)意”,57個(ge)(ge)提(ti)案(an)(an)(an)都被(bei)評(ping)為(wei)“滿(man)意”,提(ti)案(an)(an)(an)反饋意見(jian)的(de)滿(man)意度為(wei)89.1%。
五、存在問題和今后的打算
提(ti)案工作(zuo)與過去相(xiang)比有進步(bu),但仍然存(cun)在一些問(wen)題和不足。
1.個別提(ti)案承辦部門對所辦理(li)的提(ti)案重視(shi)程度不夠(gou),辦理(li)過程拖拉,辦理(li)質量(liang)不高。
2.雙代會(hui)代表(biao)提(ti)案工作水(shui)平有待提(ti)高,特(te)別是提(ti)案撰寫比較集(ji)中民生福(fu)利(li),而對學校發展大(da)局關(guan)注度不夠。
針對(dui)存在(zai)的問題,我們提(ti)出改進(jin)工作的措施:(1)加強與提(ti)案(an)承辦部門溝通,提(ti)升他(ta)們對(dui)提(ti)案(an)落實工作重要(yao)性的認識(shi);(2)在(zai)可能的條件下,對(dui)雙代(dai)會代(dai)表進(jin)行(xing)提(ti)案(an)方面的培訓學(xue)習(xi),提(ti)高提(ti)案(an)工作水平。

經工會委員(yuan)會評選,2013年(nian)度4個“優(you)秀(xiu)提案”和2個“提案承(cheng)辦先進單位(wei)”分別是:
第(di)一,鄭永(yong)森、張臻、蘇文代(dai)表提(ti)出的(de)(de)“開設‘書(shu)院(yuan)講(jiang)壇’,推進(jin)書(shu)院(yuan)制改革和(he)文化育人工作(zuo)”;第(di)二,麻小紅、魯林(lin)華、施蓓、朱方(fang)來、鮑(bao)薇薇、邱浩(hao)、肖景文、王群、張雷代(dai)表提(ti)出的(de)(de)“公(gong)布學校教師集資款運營狀態”;第(di)三,郭剛(gang)、吳鋒、余(yu)菲、李放、尹向東(dong)、陳燕代(dai)表提(ti)出的(de)(de)“將無線網(wang)絡(luo)覆蓋(gai)整個校區”;第(di)四,袁述義、楊燕云(yun)、文小龍代(dai)表提(ti)出的(de)(de)“制作(zuo)佩(pei)戴校徽”。
2013年度2個“提案(an)承(cheng)辦先進單(dan)位”分別(bie)是人事(shi)處、后勤基建(jian)處。
第二部分:本次雙代會提案和建議情況報告
按(an)照學校(xiao)(xiao)(xiao)《教職(zhi)工(gong)代(dai)表大(da)會(hui)工(gong)作細則(ze)》和工(gong)會(hui)的(de)(de)有關(guan)規定,校(xiao)(xiao)(xiao)工(gong)會(hui)于今年3月初向(xiang)學校(xiao)(xiao)(xiao)提(ti)(ti)交(jiao)了“關(guan)于召開(kai)第(di)五屆教代(dai)會(hui)暨(ji)第(di)六屆工(gong)代(dai)會(hui)第(di)二次會(hui)議的(de)(de)請(qing)示”,并于3月14日得到校(xiao)(xiao)(xiao)黨委批復,啟動大(da)會(hui)的(de)(de)籌備(bei)程序,給各(ge)分工(gong)會(hui)發出了向(xiang)代(dai)表征集提(ti)(ti)案的(de)(de)通知。代(dai)表們(men)圍繞(rao)學校(xiao)(xiao)(xiao)發展、人事制(zhi)度改革以及教職(zhi)工(gong)所關(guan)心的(de)(de)問題,認(ren)真思考,深入(ru)調研,廣泛聽取意(yi)見,負責任地提(ti)(ti)交(jiao)每一個提(ti)(ti)案。
截至3月25日,本次雙(shuang)代(dai)會(hui)(hui)共收到99份提(ti)案表(biao)(見附件2)。分為教學、科研、學生(sheng)、人事、行(xing)政教輔、生(sheng)活服務(wu)及其它等方面。會(hui)(hui)后,提(ti)案工作委員會(hui)(hui)將本著務(wu)實革新精神,對(dui)代(dai)表(biao)們提(ti)出的提(ti)案進(jin)行(xing)歸類整理,認真討論研究是否立案,同時送校領導批示(shi),提(ti)交相關職能部門落實辦理。
