第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)(hui)第一次(ci)會(hui)(hui)議,共(gong)收(shou)到提(ti)案(an)表(biao)126份,經提(ti)案(an)委員會(hui)(hui)專題(ti)會(hui)(hui)議審議后,歸類(lei)整理出64件提(ti)案(an)、31個意見和建議、5個不立案(an)議題(ti)。
具體情(qing)況(kuang)如下:(一(yi))對(dui)符(fu)合(he)黨和(he)國家政(zheng)策法規,學(xue)(xue)校有條件(jian)辦理,又確(que)(que)實需要辦理的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)80個(ge)議(yi)(yi)題整(zheng)理合(he)并為(wei)64個(ge)正式提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an);(二(er))對(dui)一(yi)些不(bu)(bu)符(fu)合(he)立(li)(li)案(an)(an)(an)(an)(an)(an)要求但(dan)有參考(kao)價值(zhi)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)41個(ge)議(yi)(yi)題匯總(zong)整(zheng)理為(wei)31個(ge)意見和(he)建(jian)議(yi)(yi),匯總(zong)后轉送有關職能部(bu)門(men),逐條向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人回(hui)復;(三(san))對(dui)屬于(yu)個(ge)人問題提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)出(chu)的(de)(de)問題正確(que)(que),但(dan)已經解(jie)(jie)決的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),以(yi)及(ji)一(yi)時沒有條件(jian)解(jie)(jie)決的(de)(de),可(ke)向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人做出(chu)解(jie)(jie)釋的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),則不(bu)(bu)予(yu)立(li)(li)案(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)議(yi)(yi)題:第(di)一(yi),關于(yu)為(wei)來深探望(wang)子女的(de)(de)父母(mu)提(ti)(ti)(ti)供臨時住所的(de)(de)建(jian)議(yi)(yi)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):學(xue)(xue)校西麗湖(hu)校區設有招待所,可(ke)以(yi)滿足需求;第(di)二(er),關于(yu)建(jian)議(yi)(yi)學(xue)(xue)校為(wei)各二(er)級學(xue)(xue)院單位配(pei)備急救箱的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):急救工作(zuo)涉及(ji)面(mian)廣,針對(dui)性強,需要有資(zi)質的(de)(de)醫護人員(yuan)正確(que)(que)規范操作(zuo),建(jian)議(yi)(yi)將(jiang)突發情(qing)況(kuang)及(ji)時報告(gao)醫務室或(huo)校外(wai)醫療(liao)機(ji)構處置;第(di)三(san),關于(yu)清理辦公室毀壞桌椅的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):無明確(que)(que)地(di)點;第(di)四,關于(yu)修剪學(xue)(xue)校內路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):屬于(yu)明喆物業綠化管(guan)理日常工作(zuo);第(di)五,關于(yu)校門(men)增加校區標識,設計考(kao)慮建(jian)筑風水的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin)(yin):不(bu)(bu)符(fu)合(he)一(yi)事一(yi)議(yi)(yi)原(yuan)(yuan)則,其中一(yi)事提(ti)(ti)(ti)法亦不(bu)(bu)妥當。

二、提案受理情況
在落(luo)實提(ti)案(an)辦理的過程中(zhong),學校工會多次召開(kai)提(ti)案(an)工作(zuo)委(wei)員(yuan)會會議,及時與有(you)關(guan)的職能部門(men)進行(xing)溝通,完成(cheng)提(ti)案(an)處理落(luo)實工作(zuo)。
64件(jian)提(ti)案(an)涉及到教學(xue)、科研、學(xue)生、人事(shi)、行(xing)政教輔、生活服務及其(qi)它(ta)等(deng)7個方面(mian)。其(qi)中“(一)制作佩(pei)戴校徽;(二(er))開設“書院(yuan)論(lun)壇”;(三)推(tui)進(jin)解決教職(zhi)工(gong)集資款(kuan);(四)進(jin)一步完善校園無線網絡(luo)覆(fu)蓋(gai);(五)新增校區(qu)電(dian)瓶車、方便師生員(yuan)工(gong)出行(xing)”等(deng)5件(jian)提(ti)案(an)確定為2013年度(du)學(xue)校為教職(zhi)工(gong)辦(ban)理(li)的實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)委員會是雙代(dai)會提案(an)落實的最基本的工(gong)作(zuo)(zuo)組(zu)織(zhi)。本著“提醒重視,溝通交(jiao)流,推動(dong)進(jin)程”的工(gong)作(zuo)(zuo)原則(ze),對(dui)與多部(bu)門(men)相關的提案(an),注(zhu)重組(zu)織(zhi)協(xie)調;對(dui)常(chang)規(gui)提案(an),逐一跟蹤(zong)檢查。一年來,在校(xiao)分管領(ling)導的指導、各部(bu)門(men)支持、以及(ji)全體(ti)委員和校(xiao)工(gong)會共同努力下,較好(hao)地履行(xing)了(le)職責,順利地完成了(le)工(gong)作(zuo)(zuo)任務。
1.做好提案(an)宣傳工(gong)作,使廣(guang)大教職工(gong)和雙(shuang)代會代表加深對提案(an)價(jia)值的認識:即提案(an)是雙(shuang)代會廣(guang)泛聯系(xi)群眾、集中群眾智慧、吸引教職工(gong)參與(yu)學(xue)校民主(zhu)管理(li)和民主(zhu)監督的一個重要途徑。
2.保證提(ti)案(an)調研時間。嚴格執行(xing)雙代(dai)會相關(guan)規定,督促代(dai)表樹(shu)立群眾意識,平(ping)時注意群眾反(fan)映,為提(ti)案(an)準備信息資源,及時反(fan)映教職工(gong)的(de)意見和(he)建議。
3.準確把握(wo)提案(an)的(de)(de)立案(an)。凡是(shi)按要求提交的(de)(de)提案(an)表,原則上都予以立案(an)。對于(yu)沒有(you)立案(an)的(de)(de)提案(an),即使是(shi)個案(an)或(huo)建議(yi),本著實(shi)事求是(shi)的(de)(de)態度認真(zhen)對待和(he)處理。
4.不(bu)斷提高提案(an)辦理(li)的(de)質量。一(yi)是規范提案(an)辦理(li)的(de)程序;二是加大督辦的(de)力(li)度(du),跟蹤(zong)落實,確保能(neng)解決的(de)問題及時解決。一(yi)些因(yin)客觀(guan)原因(yin)一(yi)時做不(bu)到的(de),則(ze)做好解釋工(gong)作,真正做到案(an)案(an)有(you)回音,件(jian)件(jian)有(you)交待。
5.推動承辦(ban)(ban)單位實施“一(yi)把手”工程,確保(bao)交出滿意“答卷”。在(zai)提(ti)案(an)(an)辦(ban)(ban)理過程中,絕大(da)多(duo)數承辦(ban)(ban)單位一(yi)把手親自負(fu)(fu)責,親自過問,從嚴要求(qiu)、從快辦(ban)(ban)理,表現出對學校事業高(gao)度負(fu)(fu)責的(de)態度。人(ren)(ren)(ren)(ren)事處承辦(ban)(ban)提(ti)案(an)(an)14件(jian)、意見和(he)建(jian)議(yi)(yi)5個;后(hou)勤(qin)基建(jian)處承辦(ban)(ban)提(ti)案(an)(an)11件(jian)、意見和(he)建(jian)議(yi)(yi)12個。此類提(ti)案(an)(an)大(da)多(duo)是(shi)民生話(hua)題,直接關系(xi)到師生員(yuan)工的(de)切身(shen)利(li)益。在(zai)接到提(ti)案(an)(an)后(hou),兩(liang)個部(bu)門負(fu)(fu)責人(ren)(ren)(ren)(ren)分別帶(dai)領(ling)有關人(ren)(ren)(ren)(ren)員(yuan),認真(zhen)分析(xi)原因(yin),限(xian)時辦(ban)(ban)理,并加強(qiang)與提(ti)案(an)(an)人(ren)(ren)(ren)(ren)溝通,爭取提(ti)案(an)(an)人(ren)(ren)(ren)(ren)的(de)理解和(he)支持。
至2013年(nian)底(di),在(zai)各承辦部門的(de)(de)大力支持和配合(he)(he)(he)下,已(yi)全部答復提案人。承諾為教(jiao)職(zhi)(zhi)員工辦的(de)(de)年(nian)度5件實事(shi)中,書院論壇開始運作;電瓶車新增(zeng)了(le)3輛(liang);校(xiao)(xiao)徽在(zai)進(jin)一步的(de)(de)改進(jin);校(xiao)(xiao)園無(wu)線網絡在(zai)進(jin)一步的(de)(de)完善;教(jiao)職(zhi)(zhi)工集資款這一歷史遺留問題(ti)正在(zai)處(chu)理中,學(xue)(xue)校(xiao)(xiao)一如既往積極與上海思博(bo)職(zhi)(zhi)業技(ji)術(shu)學(xue)(xue)院聯系,責(ze)成(cheng)校(xiao)(xiao)內有關公(gong)司按公(gong)司法合(he)(he)(he)法、合(he)(he)(he)理、合(he)(he)(he)情(qing)地予以解決。3月20日,上海思博(bo)職(zhi)(zhi)業技(ji)術(shu)學(xue)(xue)院黨(dang)政主要(yao)領導帶(dai)隊來校(xiao)(xiao)尋求解決途徑(jing)。我(wo)們(men)將繼續跟蹤推進(jin),確保教(jiao)職(zhi)(zhi)工的(de)(de)合(he)(he)(he)法權益。
綜上所述,上次會(hui)議64件提案(an)中,不宜采(cai)用和難(nan)以落(luo)實(shi)的共10項(xiang),占(zhan)15.6%;其余54件,已經(jing)落(luo)實(shi)和正在(zai)落(luo)實(shi)的48件,占(zhan)75.0%;還有正在(zai)論證,經(jing)過努(nu)力可以完成(cheng)的6件,占(zhan)9.4%。
提(ti)(ti)案委員會向提(ti)(ti)案人發出(chu)《提(ti)(ti)案反饋意(yi)(yi)(yi)(yi)見評(ping)價表(biao)》,對職(zhi)能部門承辦的(de)64個(ge)(ge)提(ti)(ti)案給出(chu)“滿意(yi)(yi)(yi)(yi)”、“不滿意(yi)(yi)(yi)(yi)”、“無所謂”的(de)評(ping)價意(yi)(yi)(yi)(yi)見。統(tong)計(ji)結果為:2個(ge)(ge)提(ti)(ti)案被(bei)評(ping)“無所謂”,5個(ge)(ge)提(ti)(ti)案被(bei)評(ping)“不滿意(yi)(yi)(yi)(yi)”,57個(ge)(ge)提(ti)(ti)案都被(bei)評(ping)為“滿意(yi)(yi)(yi)(yi)”,提(ti)(ti)案反饋意(yi)(yi)(yi)(yi)見的(de)滿意(yi)(yi)(yi)(yi)度為89.1%。
五、存在問題和今后的打算
提案工作與過去相(xiang)比(bi)有進(jin)步,但仍然存在一些問(wen)題和不足。
1.個別提案承辦(ban)(ban)部(bu)門(men)對(dui)所辦(ban)(ban)理的提案重視程度不(bu)夠,辦(ban)(ban)理過程拖拉,辦(ban)(ban)理質量不(bu)高。
2.雙代(dai)會代(dai)表提案工作水平有(you)待提高,特別是(shi)提案撰寫比較(jiao)集中(zhong)民生(sheng)福利,而對學校發展大局(ju)關注度(du)不(bu)夠(gou)。
針對(dui)存在的問題(ti),我們(men)提(ti)(ti)(ti)(ti)出(chu)改進(jin)工作(zuo)的措施:(1)加強與提(ti)(ti)(ti)(ti)案(an)承辦部門溝通,提(ti)(ti)(ti)(ti)升他們(men)對(dui)提(ti)(ti)(ti)(ti)案(an)落實工作(zuo)重要性的認(ren)識;(2)在可能的條件下,對(dui)雙代會代表進(jin)行提(ti)(ti)(ti)(ti)案(an)方(fang)面的培訓學習,提(ti)(ti)(ti)(ti)高提(ti)(ti)(ti)(ti)案(an)工作(zuo)水平(ping)。
六、總結表彰
經工(gong)會(hui)委員(yuan)會(hui)評選,2013年度4個“優秀提案”和2個“提案承辦(ban)先進單位”分(fen)別(bie)是:
第一,鄭永(yong)森、張(zhang)臻、蘇文(wen)代(dai)表(biao)提出(chu)的(de)“開(kai)設‘書院講壇’,推進書院制改革(ge)和文(wen)化育人工作”;第二,麻(ma)小紅、魯林華、施蓓、朱(zhu)方(fang)來、鮑薇薇、邱浩、肖景文(wen)、王群(qun)、張(zhang)雷代(dai)表(biao)提出(chu)的(de)“公(gong)布學校教師集資款(kuan)運(yun)營狀態”;第三,郭剛、吳(wu)鋒(feng)、余菲、李放、尹向東、陳燕(yan)代(dai)表(biao)提出(chu)的(de)“將無線網絡覆蓋整個校區”;第四,袁(yuan)述義(yi)、楊燕(yan)云(yun)、文(wen)小龍代(dai)表(biao)提出(chu)的(de)“制作佩(pei)戴校徽”。
2013年度2個“提案承辦先進單位”分別是人(ren)事(shi)處(chu)、后勤基(ji)建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校《教職工(gong)代表大會(hui)(hui)工(gong)作細則(ze)》和工(gong)會(hui)(hui)的有關(guan)規定,校工(gong)會(hui)(hui)于(yu)今年3月(yue)初(chu)向學校提(ti)交(jiao)了“關(guan)于(yu)召開第(di)五屆教代會(hui)(hui)暨第(di)六屆工(gong)代會(hui)(hui)第(di)二次會(hui)(hui)議的請(qing)示”,并于(yu)3月(yue)14日得到校黨(dang)委批復(fu),啟動大會(hui)(hui)的籌備程序,給各分工(gong)會(hui)(hui)發出了向代表征集(ji)提(ti)案的通知。代表們圍繞學校發展、人事制度改(gai)革以及教職工(gong)所關(guan)心的問題(ti),認真思考,深入調研,廣泛聽取意(yi)見,負責任(ren)地提(ti)交(jiao)每(mei)一個提(ti)案。
截至3月25日(ri),本次雙代會共收(shou)到(dao)99份提(ti)案表(見附件2)。分為(wei)教(jiao)學、科研、學生、人事、行政教(jiao)輔(fu)、生活服務(wu)及其它等方面。會后,提(ti)案工(gong)作委員會將本著務(wu)實革(ge)新精(jing)神,對代表們提(ti)出的提(ti)案進行歸類整理,認真討論(lun)研究是否立(li)案,同時送校領導(dao)批(pi)示,提(ti)交相關職能(neng)部門落實辦理。
