第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代(dai)會(hui)第一次會(hui)議(yi),共收到(dao)提案(an)表126份,經提案(an)委員會(hui)專(zhuan)題會(hui)議(yi)審(shen)議(yi)后(hou),歸類整(zheng)理出64件(jian)提案(an)、31個(ge)意見和建議(yi)、5個(ge)不立案(an)議(yi)題。
具體情況如(ru)下:(一)對(dui)符(fu)合(he)黨和國(guo)家政策(ce)法(fa)規(gui),學(xue)校(xiao)有(you)條(tiao)件(jian)(jian)辦(ban)理(li),又確(que)實需(xu)要辦(ban)理(li)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)委員會將(jiang)(jiang)80個(ge)議(yi)(yi)題整理(li)合(he)并為64個(ge)正(zheng)(zheng)式提(ti)(ti)案(an)(an)(an)(an)(an)(an);(二(er))對(dui)一些不(bu)(bu)(bu)符(fu)合(he)立(li)(li)案(an)(an)(an)(an)(an)(an)要求(qiu)但(dan)有(you)參考價值的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)委員會將(jiang)(jiang)41個(ge)議(yi)(yi)題匯總整理(li)為31個(ge)意(yi)見和建(jian)議(yi)(yi),匯總后轉送有(you)關(guan)(guan)(guan)(guan)(guan)職能部門,逐(zhu)條(tiao)向提(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)(ren)回復;(三)對(dui)屬(shu)于(yu)個(ge)人(ren)(ren)問題提(ti)(ti)案(an)(an)(an)(an)(an)(an)、或提(ti)(ti)出的(de)(de)(de)(de)問題正(zheng)(zheng)確(que),但(dan)已經解(jie)(jie)決的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an),以及(ji)(ji)一時沒有(you)條(tiao)件(jian)(jian)解(jie)(jie)決的(de)(de)(de)(de),可(ke)向提(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)(ren)做出解(jie)(jie)釋的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an),則不(bu)(bu)(bu)予立(li)(li)案(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)議(yi)(yi)題:第(di)(di)(di)一,關(guan)(guan)(guan)(guan)(guan)于(yu)為來深探望子(zi)女(nv)的(de)(de)(de)(de)父母提(ti)(ti)供臨時住(zhu)所(suo)的(de)(de)(de)(de)建(jian)議(yi)(yi)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:學(xue)校(xiao)西麗湖校(xiao)區(qu)設有(you)招待所(suo),可(ke)以滿足需(xu)求(qiu);第(di)(di)(di)二(er),關(guan)(guan)(guan)(guan)(guan)于(yu)建(jian)議(yi)(yi)學(xue)校(xiao)為各二(er)級學(xue)院(yuan)單位(wei)配備急救箱的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工作涉及(ji)(ji)面廣,針對(dui)性(xing)強,需(xu)要有(you)資(zi)質的(de)(de)(de)(de)醫(yi)護(hu)人(ren)(ren)員正(zheng)(zheng)確(que)規(gui)范操作,建(jian)議(yi)(yi)將(jiang)(jiang)突發情況及(ji)(ji)時報(bao)告醫(yi)務室或校(xiao)外醫(yi)療機構處置(zhi);第(di)(di)(di)三,關(guan)(guan)(guan)(guan)(guan)于(yu)清理(li)辦(ban)公室毀(hui)壞桌椅(yi)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:無明(ming)(ming)確(que)地點;第(di)(di)(di)四,關(guan)(guan)(guan)(guan)(guan)于(yu)修(xiu)剪學(xue)校(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬(shu)于(yu)明(ming)(ming)喆物業(ye)綠化管理(li)日常工作;第(di)(di)(di)五,關(guan)(guan)(guan)(guan)(guan)于(yu)校(xiao)門增加校(xiao)區(qu)標識(shi),設計考慮(lv)建(jian)筑(zhu)風水的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)(bu)符(fu)合(he)一事(shi)一議(yi)(yi)原(yuan)(yuan)則,其中一事(shi)提(ti)(ti)法(fa)亦(yi)不(bu)(bu)(bu)妥當。

二、提案受理情況
在落(luo)實提案(an)辦理(li)的過程中,學校工會(hui)多次召開(kai)提案(an)工作(zuo)委員會(hui)會(hui)議,及時與有關的職能部(bu)門進行溝(gou)通,完成提案(an)處理(li)落(luo)實工作(zuo)。
64件(jian)提案涉(she)及(ji)到(dao)教學(xue)、科研、學(xue)生(sheng)、人事(shi)、行(xing)政教輔、生(sheng)活(huo)服務及(ji)其它等7個(ge)方面。其中(zhong)“(一)制作佩戴校徽(hui);(二)開(kai)設(she)“書院論壇”;(三)推進(jin)解(jie)決教職工(gong)集資款;(四(si))進(jin)一步完善(shan)校園無線(xian)網絡(luo)覆蓋(gai);(五(wu))新增校區電瓶車、方便(bian)師生(sheng)員工(gong)出行(xing)”等5件(jian)提案確定為2013年度學(xue)校為教職工(gong)辦理的實事(shi)。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案委員會是雙代會提案落實的(de)最基本的(de)工(gong)(gong)作(zuo)組(zu)織。本著“提醒(xing)重視(shi),溝通(tong)交(jiao)流,推動(dong)進程(cheng)”的(de)工(gong)(gong)作(zuo)原(yuan)則,對與多(duo)部(bu)門相關的(de)提案,注重組(zu)織協調;對常規提案,逐一(yi)跟蹤檢查。一(yi)年來,在校分管領導的(de)指導、各部(bu)門支持(chi)、以及全體委員和校工(gong)(gong)會共同努力下(xia),較好地履行了職責,順利地完成(cheng)了工(gong)(gong)作(zuo)任務(wu)。
1.做(zuo)好提(ti)(ti)案(an)(an)宣傳(chuan)工(gong)(gong)作,使廣大教職(zhi)工(gong)(gong)和雙代(dai)會(hui)(hui)代(dai)表加深對提(ti)(ti)案(an)(an)價值的(de)認識(shi):即提(ti)(ti)案(an)(an)是(shi)雙代(dai)會(hui)(hui)廣泛聯系群眾(zhong)、集中群眾(zhong)智慧、吸引教職(zhi)工(gong)(gong)參與學(xue)校民主管理(li)和民主監督的(de)一個重要途(tu)徑。
2.保(bao)證提(ti)案調研時(shi)間。嚴格執(zhi)行雙代(dai)會相關規(gui)定,督促代(dai)表樹立(li)群眾意識,平時(shi)注意群眾反映,為提(ti)案準備信息資(zi)源,及時(shi)反映教職工(gong)的意見(jian)和建議。
3.準確把(ba)握提(ti)案的(de)立案。凡是(shi)按要求(qiu)提(ti)交的(de)提(ti)案表,原則上都予(yu)以立案。對于沒有立案的(de)提(ti)案,即(ji)使是(shi)個案或建(jian)議,本著(zhu)實(shi)事求(qiu)是(shi)的(de)態度(du)認(ren)真對待和處理。
4.不(bu)斷(duan)提(ti)高提(ti)案辦理(li)的質量。一(yi)(yi)是規范提(ti)案辦理(li)的程序;二(er)是加大督辦的力(li)度(du),跟蹤落實,確保能解決的問(wen)題及時解決。一(yi)(yi)些因(yin)客觀原因(yin)一(yi)(yi)時做(zuo)(zuo)不(bu)到的,則做(zuo)(zuo)好解釋工作,真正做(zuo)(zuo)到案案有回音,件(jian)件(jian)有交待。
5.推動承辦單位實施“一(yi)把手”工程,確保交出滿意“答(da)卷”。在(zai)提(ti)案辦理(li)過(guo)程中,絕大多數承辦單位一(yi)把手親自負責,親自過(guo)問,從嚴(yan)要(yao)求、從快(kuai)辦理(li),表(biao)現出對學校(xiao)事業高度(du)負責的(de)(de)態度(du)。人(ren)(ren)事處承辦提(ti)案14件(jian)、意見和(he)(he)建議5個;后勤(qin)基建處承辦提(ti)案11件(jian)、意見和(he)(he)建議12個。此類提(ti)案大多是民生話題(ti),直接關系到師生員工的(de)(de)切身利益(yi)。在(zai)接到提(ti)案后,兩個部門負責人(ren)(ren)分別帶領有關人(ren)(ren)員,認真分析(xi)原因,限時辦理(li),并加(jia)強與提(ti)案人(ren)(ren)溝(gou)通,爭取提(ti)案人(ren)(ren)的(de)(de)理(li)解和(he)(he)支持(chi)。
至(zhi)2013年底(di),在(zai)(zai)各承(cheng)辦部(bu)門的(de)大力支持和(he)配合(he)下,已全部(bu)答復提案人。承(cheng)諾為教職(zhi)(zhi)員工辦的(de)年度5件實事中,書院(yuan)論壇開始(shi)運(yun)作;電瓶車新增了3輛;校徽在(zai)(zai)進一(yi)(yi)(yi)步的(de)改(gai)進;校園無線網絡在(zai)(zai)進一(yi)(yi)(yi)步的(de)完善;教職(zhi)(zhi)工集資款這一(yi)(yi)(yi)歷史遺留(liu)問題(ti)正(zheng)在(zai)(zai)處理(li)中,學(xue)校一(yi)(yi)(yi)如既往積極與(yu)上(shang)海思博(bo)職(zhi)(zhi)業(ye)技(ji)術(shu)學(xue)院(yuan)聯系,責成校內有關(guan)公(gong)司(si)按(an)公(gong)司(si)法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地(di)予以解(jie)決(jue)。3月20日,上(shang)海思博(bo)職(zhi)(zhi)業(ye)技(ji)術(shu)學(xue)院(yuan)黨政(zheng)主要領導(dao)帶隊(dui)來校尋求解(jie)決(jue)途徑。我們(men)將繼(ji)續跟蹤(zong)推進,確保教職(zhi)(zhi)工的(de)合(he)法(fa)權益。
綜上所述,上次會議64件提案(an)中,不宜采用和(he)難(nan)以落實的(de)共10項,占15.6%;其余54件,已(yi)經落實和(he)正(zheng)在(zai)落實的(de)48件,占75.0%;還有正(zheng)在(zai)論證,經過(guo)努力可以完成的(de)6件,占9.4%。
提(ti)案(an)委員(yuan)會向(xiang)提(ti)案(an)人發出《提(ti)案(an)反饋意(yi)(yi)(yi)見評價表(biao)》,對職能部門承辦的64個(ge)提(ti)案(an)給出“滿(man)意(yi)(yi)(yi)”、“不滿(man)意(yi)(yi)(yi)”、“無所(suo)(suo)謂”的評價意(yi)(yi)(yi)見。統計結果為(wei)(wei):2個(ge)提(ti)案(an)被(bei)評“無所(suo)(suo)謂”,5個(ge)提(ti)案(an)被(bei)評“不滿(man)意(yi)(yi)(yi)”,57個(ge)提(ti)案(an)都(dou)被(bei)評為(wei)(wei)“滿(man)意(yi)(yi)(yi)”,提(ti)案(an)反饋意(yi)(yi)(yi)見的滿(man)意(yi)(yi)(yi)度為(wei)(wei)89.1%。
五、存在問題和今后的打算
提案工作(zuo)與過去相比有進步,但仍然存在(zai)一(yi)些問題和不足。
1.個(ge)別(bie)提案承(cheng)辦(ban)部(bu)門對(dui)所辦(ban)理的(de)提案重視程度不(bu)夠,辦(ban)理過程拖拉,辦(ban)理質(zhi)量不(bu)高。
2.雙代會代表(biao)提(ti)案工作水平有待提(ti)高,特別是提(ti)案撰寫比較集中(zhong)民生福利,而對學校發展大局關注度(du)不夠。
針對(dui)存在的(de)問(wen)題,我(wo)們提出改進(jin)工(gong)(gong)作(zuo)的(de)措(cuo)施:(1)加強(qiang)與提案(an)承辦部門溝通,提升(sheng)他們對(dui)提案(an)落實工(gong)(gong)作(zuo)重(zhong)要(yao)性的(de)認識;(2)在可能的(de)條件下,對(dui)雙代會代表進(jin)行(xing)提案(an)方面的(de)培(pei)訓學(xue)習,提高提案(an)工(gong)(gong)作(zuo)水平。
六、總結表彰
經工會(hui)委員會(hui)評(ping)選(xuan),2013年度4個(ge)“優秀(xiu)提案”和(he)2個(ge)“提案承辦先進單(dan)位”分別是(shi):
第(di)一,鄭(zheng)永(yong)森、張(zhang)臻、蘇文代表(biao)提(ti)出的(de)“開設‘書(shu)院(yuan)講壇’,推進書(shu)院(yuan)制改(gai)革和(he)文化育(yu)人工作(zuo)”;第(di)二(er),麻(ma)小紅、魯(lu)林華、施蓓、朱方來(lai)、鮑薇薇、邱(qiu)浩、肖景文、王(wang)群、張(zhang)雷代表(biao)提(ti)出的(de)“公布(bu)學校教師集資款運營狀態(tai)”;第(di)三,郭剛(gang)、吳(wu)鋒、余菲、李放(fang)、尹向東、陳(chen)燕(yan)代表(biao)提(ti)出的(de)“將(jiang)無線網絡覆蓋整(zheng)個校區(qu)”;第(di)四,袁述義(yi)、楊燕(yan)云(yun)、文小龍代表(biao)提(ti)出的(de)“制作(zuo)佩(pei)戴校徽(hui)”。
2013年度(du)2個(ge)“提案承辦先進單位”分(fen)別是人事處(chu)、后(hou)勤基建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校(xiao)(xiao)《教職(zhi)工(gong)(gong)(gong)代(dai)(dai)表大會(hui)(hui)工(gong)(gong)(gong)作細則》和工(gong)(gong)(gong)會(hui)(hui)的有關規(gui)定,校(xiao)(xiao)工(gong)(gong)(gong)會(hui)(hui)于(yu)今年3月(yue)初(chu)向學校(xiao)(xiao)提交了“關于(yu)召開第五(wu)屆教代(dai)(dai)會(hui)(hui)暨第六屆工(gong)(gong)(gong)代(dai)(dai)會(hui)(hui)第二次會(hui)(hui)議(yi)的請示”,并于(yu)3月(yue)14日得到校(xiao)(xiao)黨委批復(fu),啟動大會(hui)(hui)的籌備(bei)程序,給(gei)各(ge)分(fen)工(gong)(gong)(gong)會(hui)(hui)發(fa)出了向代(dai)(dai)表征集提案(an)的通知。代(dai)(dai)表們圍(wei)繞(rao)學校(xiao)(xiao)發(fa)展(zhan)、人事制(zhi)度改革以(yi)及教職(zhi)工(gong)(gong)(gong)所關心的問題(ti),認真思考,深入調研,廣(guang)泛聽(ting)取意見,負責任地提交每一個提案(an)。
截(jie)至3月(yue)25日,本次(ci)雙代會(hui)(hui)共收到99份提案表(見附件2)。分(fen)為教學、科研、學生、人(ren)事、行政教輔、生活服務(wu)(wu)及(ji)其它等(deng)方面。會(hui)(hui)后,提案工作委員(yuan)會(hui)(hui)將本著務(wu)(wu)實革新(xin)精神,對代表們提出的提案進行歸類(lei)整理,認(ren)真討(tao)論(lun)研究是否立(li)案,同時送校領導批(pi)示,提交相關職(zhi)能部門落實辦(ban)理。
